Davies wrote from Kweiyang to the local secretary of the China Inland Mission under date of the 5th April:-

"Such information as I have is only hearsay or such doubtful information as is given in our native paper. An amount of opium is now under cultivation, but comparatively small. It is reckoned that probably less than two-fifths of the area covered in former years is now used for the poppy. This is as regards this prefecture. I hear that it flourishes in the Anshun prefecture, and I am sending your letter (of enquiry) on to Mr. Waters, asking him to write to you. Concerning its suppression and the means taken many proclamations have been out, but report says that a slight reaction is taking place, and it is doubtful if the restrictions will be strictly enforced.'

Mr. Davies adds a postscript to his letter dated the next morning that the headman of a village near Kuciting Hsien had been imprisoned because he had allowed opium to remain planted, and he had not been liberated until the plants had been destroyed.

Mr. Curtis Waters wrote from Anshun in the beginning of this month that some opium had been grown there this year. A lot was rooted up when the Viceroy passed through last year, but some was left when it subsequently appeared that no danger was to be apprehended. Mr. Waters believed that what opium there was under cultivation was to be allowed to be gathered, but no more was to be planted. . official from the east of Kweichow told Mr. Waters that there was very little opium in that direction,
